我国城市基层社会治理体系及配套措施的构建与完善

Establishing and Improving China’s Urban Community-Level Social Governance System and Supporting Measures

当前我国城市基层社会治理处于多种矛盾与错位运行中,主要存在着纵向治理体系责权利不匹配与错位现象严重、社区与小区自治不成熟、封闭小区不便利与不经济等问题。提出要构建与完善“一级行政,二级自治”的街道办事处—社区居委会—居民小区治理体系,明确街道办事处、社区居委会的职责与功能定位,突出服务功能,强化社区文化建设,提升居民自治意识与自治能力等。同时,建立与完善公共服务平台体系、社情民意的沟通和反馈机制、重大事件应急处理机制等配套措施,持续推进我国城市基层的和谐稳定、安居乐业和长治久安。

At present,China’s urban community-level social governance system model is in a variety of contradictions and dislocations.The main problems include the mismatch and dislocation of responsibilities and rights in the vertical governance system,the immaturity of autonomy of communities and small residential areas,and the inconvenience and uneconomical issues of closed small residential areas.The article proposes to build and improve the governance system of sub-district office—community neighborhood committee—small residential community by“first-level administration,second-level autonomy”,clarifying the responsibilities and functional positioning of sub-district offices and community neighborhood committees,highlighting service functions,and strengthening community cultural construction,as well as enhancing residents’sense of autonomy and ability of autonomy.At the same time,it is recommended to establish and improve such supporting measures as a public service platform system,a communication and feedback mechanism for social conditions and public opinion,and an emergency response mechanism for major incidents,so as to continue to promote harmony and stability,enabling people to live and work in peace and contentment.
