This paper demonstrates the legitimate basis of the acceleration of health emergency licensing procedure.The legitimate basis is the reason,premise and principle of speeding up the health emergency licensing procedure,which is the premise of establishing measures of speeding up the health emergency permit procedure and perfecting legislation.The COVID-19 has become a world pandemic.The urgent need for health emergency permits is to speed up health licensing procedure to meet the needs of prevention and control of epidemic.However,the acceleration of health licensing procedure should be rigorous and based on the premise of the effectiveness and safety of health products.At the same time,the acceleration of the health licensing procedure must be compliant with the principles of consistent health licensing standards,relatively complete licensing procedure,and maximum health licensing information disclosure.
