我国沿边省区发展质量评价与提升对策

Evaluation of the Development Quality of China's Bordering Provinces&Regions and Countermeasures for Improvement

由高速增长到高质量发展的嬗变中,“一带一路”沿边省区的发展质量迅速成为各界的焦点,但研究尚未深入。文章构建了包括经济活力、绿色创新、绿色发展、人民生活、社会和谐5个维度的15个发展质量评价指标体系,选取2013—2018年沿边7省区的面板数据,采用客观的熵值法进行赋权,测算了整体高质量发展指数与高质量发展进步指数,揭示了7省区间及其内部各维度高质量发展的核心“短板”。结果显示:沿边7省区内部发展“短板”主要集中于绿色发展、社会和谐与绿色创新三个维度;不同维度的高质量发展都有相应的“短板”省区,吉林、内蒙古整体高质量发展“短板”较为突出。据此,根据省区内与省区间比较结果匹配了相应的政策建议。

In the transition from rapid growth to high-quality development,the development quality of the provinces along the"Belt and Road"has quickly become the focus of all walks of life,but the research has not yet been deepened.This pa⁃per constructs 15 development quality evaluation index systems including five dimensions of economic vitality,green in⁃novation,green development,people's lives,and social harmony,selects the panel data of 7 border provinces and regions from 2013 to 2018,uses the objective entropy method to assign weight,calculates the overall high-quality development in⁃dex and high-quality development progress index,and reveals the core"short board"of high-quality development in the 7 provinces and their internal dimensions.The research results reveal that the internal development"short board"of the 7 provinces along the border are mainly concentrated in the three dimensions of green development,social harmony,and green innovation;different dimensions of high-quality development have corresponding"short board"provinces and re⁃gions,and the"short board"of overall high-quality development in Jilin and Inner Mongolia is more prominent.Accord⁃ingly,the corresponding policy recommendations are matched according to the comparison results within provinces and between provinces and regions.
