20世纪早期斯德哥尔摩住房租赁市场问题研究

A Study of Housing Rental Market Issues in Early 20th Century Stockholm

摘要 19世纪末斯德哥尔摩住房租赁市场面临危机。住房相关法律的缺失、住房市场的无序紊乱以及业主群体的天然优势地位使得租赁双方矛盾进一步激化,双方都渴望通过完善住房相关法律、规范住房租赁细节去缓和日益严峻的租赁关系矛盾。20世纪早期,瑞典政府相继颁布1907年《住房法》以及1917年《租金控制法》,试图在法律框架内平衡租赁双方权益,维护住房租赁市场稳定。但过于激进的措施以及并未兼顾全局的做法,使得相关法案在实践时稍显矫枉过正,从而收效甚微。之后,随着社会各界对于租金控制政策的态度转变,《租金控制法》被弃用。租赁关系双方围绕住房租赁市场主动权,持续数十年之久的博弈暂时尘埃落定,斯德哥尔摩住房租赁市场重新回归动态平衡。 The housing rental market in Stockholm faced a crisis in the late 19th century.The lack of housing laws,the disorderly of housing market,and the natural superiority of the property owner group have further intensified the contradictions between the leasing parties.Both two parties are eager to improve housing rental laws and standardize the details of housing leasing to alleviate the increasingly severe leasing contradictions.In the early 20th century,the Swedish Government successively promulgated the 1907 Housing Act and the 1917 Rent Control Act,trying to balance the rights of both parties underthe legal framework,and maintain the stability of the housing rental market.However,overly radical measures that did not take into account the overall situation have made the relevant bills slightly overcorrected in practice and have little effect.Later,as the attitudes of all people towards rent control policies changed,the“Rent Control Law”was abandoned.The two parties in the leasing relationship centered on the initiative in the housing rental market that lasted for decades has temporarily settled.The Stockholm housing rental market has returned to balance.
