大别山革命根据地是中国共产党创建并领导的重要革命根据地,其创建与发展离不开根据地金融工作的支持。特别是在土地革命战争时期,大别山革命根据地先后建立了鄂豫皖特区苏维埃银行、皖西北特区苏维埃银行、鄂豫皖苏维埃工农银行等金融机构,并制定和实施了货币兑换、利率定价以及信贷支持等金融政策。这些金融机构的建立及其经营活动的开展,为根据地有效应对国民党反动政府军事“围剿”和经济封锁、活跃根据地经济、保障和改善根据地民生等作出了重要贡献。在全党上下深入开展党史学习教育的今天,重温大别山革命根据地的红色金融实践与探索,对我们做好当下的金融工作依然具有重要启示和借鉴意义,如坚持党对金融工作的集中统一领导是做好金融工作的重要法宝,金融工作必须坚持以人民为中心的服务理念,控制好货币投放闸门、稳定币值、稳定预期对金融业的健康发展至关重要等。

The Dabie Mountain Revolutionary Base Area is an important revolutionary base area created and led by the Communist Party of China,and its creation and development cannot be separated from the support of the financial work of the base area.Especially during the period of the Agrarian Revolutionary War,the Dabie Mountain Revolutionary Base Area established several financial institutions such as Soviet Bank of Hubei-Henan-Anhui Special Area,Soviet Bank of Northwestern Anhui Special Area,and Soviet Workers and Peasants Bank of Hubei-Henan-Anhui,etc.,and formulated and implemented financial policies such as currency exchange,interest rate pricing and credit support.The establishment of these financial institutions and their business activities made important contributions to the effective response to the military“siege”and economic blockade of the Kuomintang reactionary government,to the activation of the economy of the base areas,and to the protection and improvement of people’s livelihood in the base areas.With the current conduction of the Party-wide in-depth study and education on Party history,revisiting the red financial practices and exploration of the Dabie Mountain revolutionary base area provides important inspirations and lessons for today’s financial work:adhering to the centralized and unified leadership of the Party on financial work is an important treasure ensuring the success of financial work;financial work must adhere to the people-centered service concept,control the gate of monetary input,stabilize the value of the currency and people’s expectations,which is of high significance for the healthy development of the financial sector.
