“两山论”发展历程及其转化过程解析

Analysis on the Development Context and Transformation Mechanism of“Two Mountains Theory”

为理解和践行"两山论",给黄土高原区域高质量发展乃至全国生态文明、美丽中国建设提供新思路和新方案,在大量实际调研基础上,充分利用文献资料,重点分析、梳理和总结了"两山论"的发展历程、转化过程等。"两山论"播种于习近平总书记梁家河知青时期,到目前为止可以分为启蒙期、形成期和完善期,并在实践中不断完善和升华;该理论科学内涵丰富、涵盖多学科知识、理论来源广、基础深厚、为如何处理生态环境保护和经济发展提供了中国方案和思路;在实践中践行"两山论",需进一步明确"两山论"的转化机制和途径,明晰影响因素,最终实现双向转化。今后应从多学科理论体系升华研究、多层级践行模式推广示范、多目标生态过程协同发展、多尺度转化评估工作等四方面,把控未来高质量发展、全面践行"两山论"的重要方向和工作重点,丰富和推动"两山论"在生态保护、高质量发展以及乡村振兴中发挥更大的作用。

To promote understanding and practice of“Two Mountains Theory”,so as to provide new ideas and new solutions for the high-quality development of the Loess Plateau region and the construction of national ecological civilization and beautiful China,the development context,connotation and the transformation process of“Two Mountains Theory”were described,based on a large number of practical researches and existing literature.The research shows that“Two Mountains Theory”was rooted back in the period of Xi Jinping's practice in Liang Jiahe's educated youth experience.The theory development can be divided into three stages:the enlightenment,the formation and the improvement in practice.This theory is rich in scientific content,covers multidisciplinary knowledge,has a wide range of theoretical sources and profound foundation,providing Chinese solutions and ideas for how to deal with ecological environment protection and economic development.To practice the“Two Mountain Theory”,it is necessary to further clarify the transformation mechanism and ways and clarify the influencing factors,and ultimately achieve two-way transformation.On this basis,this paper puts forward four aspects of work:upgradation of multidisciplinary theoretical system,promotion of multi-level practice mode,synergy development of multi-objective ecological process,and the multi-scale transformation and evaluation.To achieve future high-quality development,it is necessary to comprehensively practice the“two mountains theory”so as to make it play a greater role in ecological protection and rural revitalization.
