摘要
数字化时代给家庭教育带来新的挑战,扩大了家庭教育上的数字鸿沟,造成了家庭教育上的数字代沟,突显了未成年人参与权、发展权与受保护权之间的张力,且放大了未成年人权利与父母权益之间的矛盾。《中华人民共和国家庭教育促进法》作为世界上第一部专门的家庭教育国家立法,回应了数字化时代的家庭教育新问题。它提倡数字化时代的亲子观和家庭观,直面家长的家庭教育数字素养问题,初步构建了线上线下融合的家庭教育指导服务体系。该法的实施尚需配套制度的跟进,当务之急是设计提升家长数字素养的课程体系,完善家庭教育指导者职业准入和加强新时代家庭教育学学科建设。
The digital age brings new challenges to family education,widens the digital divide in family education,creates a digital generation gap in family education,highlights the tension between minors’right to participation,development and protection,and amplifies the contradiction between minors’rights and parents’rights and interests.Family Education Promotion Law of the PRC,as the first special national legislation on family education in the world,responds to the new problems of family education in the digital age.It advocates a parent-child view and a family view of the digital age,tackles the problem of parents’digital literacy in family education,and sets up a preliminarily integrated service system for online and off-line family education guidance.Its implementation still needs follow-up supporting systems.At present,the most urgent task is to design a curriculum system to improve parents’digital literacy,improve the vocational accession system for family education instructors and enhance the construction of the discipline of family pedagogy in the new era.
