地方治理视角下PPP项目风险因素评价研究

Research on Risk Factors Evaluation of PPP Project from the Perspective of Local Governance

探讨地方治理理论与PPP模式的耦合性,根据风险与地方治理之间的敏感性程度不同构建PPP项目风险指标体系,结合解释结构模型和模糊网络层次分析法对风险因素进行层级划分,并得到风险因素的驱动性和依赖性。最后提出政府基于PPP模式风险层次结构进行分层次治理,并将PPP项目风险管理纳入到地方政府治理体系,完善风险分担促进地方政府善治效应。

Firstly,this paper discusses the coupling of local governance theory and PPP model.Secondly,builds the PPP model risk index system according to different degrees of sensitivity between risk and local governance.Then,establishes a factor dependent network model and the hierarchy model combing with the explanation structure model(ISM)and fuzzy analytic hierarchy process(F-ANP).On this basis,obtains project risk hierarchy,driving and dependency of the influence factors.Finally,puts forward that government should conduct hierarchical governance based on the PPP model risk hierarchy,bring PPP project risk management into the management system of local government,and improve risk sharing to promote good governance effect of local government.
