Application of PPP+F+EPC Model in Overseas Infrastructure Projects

分析疫情冲击后境外基础设施市场的三个特点,即PPP项目将更为普遍、当地政府提供支持措施将成为项目实施的前提、各方将对项目进度和成本控制要求更高。基于上述特点,论述要采取PPP+F+EPC这一组合模式推动项目落地的原因,进而阐释该组合模式下需要关注的要点。最后,通过梳理该模式对于工程企业综合能力的要求,提出对工程企业境外业务发展的建议。

This paper analyzes three characteristics of overseas infrastructure market after the epidemic impact,that is,PPP projects will become more common,local government support measures will become the premise of project implementation,and all stakeholders will have higher requirements on project schedule and cost control.Based on the above characteristics,discusses the reasons why adopt the combination model of PPP+F+EPC to promote the implementation of projects.Finally,by sorting out the requirements of the model for the comprehensive capability of engineering enterprises,puts forward suggestions for the development of overseas business of engineering enterprises.
