双循环背景下江苏省人民政府推动跨境电子商务物流的政策研究

Analysis on Policies of the People's Government of Jiangsu Province to Promote Cross-border E-commerce Logistics under the Background of Double Cycles

“构建国内国际双循环相互促进的新发展格局”是党中央就国内外经济新形势做出的重大战略部署。跨境电子商务及相关物流产业近年的迅猛发展为双循环发展提供了巨大助力。虽然跨境电商物流的政策环境仍有极大改善空间,但推动这一领域政策优化的研究十分缺乏。文中以江苏省人民政府和省政府办公厅于2002年至2021年9月发布的与电商物流紧密相关的政策文件为研究对象,探究政策体系的内在逻辑。分析主要选取三个角度:国内大循环、国内国际双循环及跨境电商物流,旨在为政策优化提出建议以服务国家双循环发展。

“Building a new development pattern in which the domestic and international double cycles promote each other”is a major strategic arrangement made by the Party Central Committee under the new economic situation within China and abroad.The rapid development of cross-border e-commerce and related logistics industries in recent years is a huge boost to the development of double cycles.Although the policy environment of cross-border e-commerce logistics still has great room for improvement,there is a lack of research on promoting policy optimization in this field.This article analyzes relevant policy documents(2002-2021.9)issued by the People's Government of Jiangsu province,or the General Office of the provincial government,to explore the internal logic of the policy system.The analysis mainly takes three perspectives:the domestic cycle,the domestic and international double cycles,and cross-border e-commerce logistics.This article aims to make recommendations for policy optimization to contribute to China's double-cycle development.
