高等教育高质量发展既是顺应经济社会发展需要的客观要求,也是实现高等教育自身发展的主动选择。推动高等教育高质量发展需处理好绝对与相对、数量与质量之间的关系。高等教育高质量发展的核心要义在于创新发展、协调发展、绿色发展、开放发展和共享发展。我国高等教育发展面临学术创新能力不足、类型结构不合理、发展模式较为单一、国际合作认识存在偏差和资源配置不均衡等现实挑战。实现高等教育高质量发展需着力提升高校学术创新能力,完善高等教育结构,丰富高等教育发展模式,深化高等教育国际化认知,强化高等教育普惠性价值。

The high-quality development of higher education is not only an objective requirement to meet the realistic needs of economic and social development,but also an active choice to realize the development of higher education itself.To promote the high quality development of higher education,the relationship between the absolute and the relative,quantity and quality should be dealt with well.The core of high-quality development of higher education lies in innovative development,coordinated development,green development,open development and shared development.At present,the development of higher education in China is faced with the shortcomings such as insufficient academic innovation ability,unreasonable structure of universities,single development mode,deviation in understanding of international cooperation and limited governance subjects.To realize the high-quality development of higher education,the academic innovation ability of higher education should be promoted,the diversified structure of higher education to be improved,the development mode of higher education to be enriched,the understanding of internationalization of higher education to be deepened,and the vitality of independent running of higher education to be activated.
