合肥都市圈城镇化质量对巢湖流域水资源利用效率的影响研究

Study on the effect of urbanization quality in Hefei Metropolitan Area on water resource utilization efficiency in Chaohu Lake Basin

基于2010—2019年城市面板数据,构建城镇化质量综合评价指标体系,采用熵值法测度合肥都市圈城镇化发展水平综合指数;通过超效率DEA模型测度巢湖流域水资源利用效率,运用面板回归、门槛回归和空间计量模型,分析合肥都市圈城镇化质量对巢湖流域水资源利用效率的影响。研究结果表明:1.合肥都市圈城镇化质量总体水平较低,且区域差异性显著;2.合肥都市圈产业结构和农业种植不利于巢湖流域水资源利用效率提高,科技进步对巢湖流域水资源利用效率作用不显著;3.合肥都市圈城镇化质量和巢湖流域水资源利用效率之间存在门槛效应,提高经济发展水平可提升水资源利用效率;4.合肥都市圈各市城镇化质量对各市的水资源利用效率具有重要的促进作用,对相邻地区水资源利用效率的影响不显著。所以,提出加强社会城镇化和生态城镇化建设、促进城镇化区域协调发展、提高区域经济发展水平、强化水资源利用效率的科技支撑、优化合肥都市圈产业结构和加强水资源的跨区域联合保护六点政策建议。

Based on the urban panel data from 2010 to 2019,the comprehensive evaluation index system of urbanization quality was constructed,and the comprehensive index of urbanization development level of Hefei Metropolitan Area was measured by the entropy method.Based on the super-efficiency DEA model,the water resource utilization efficiency of Chaohu Lake Basin was measured,and the panel regression,threshold regression and spatial measurement models were used to analyze the impact of the urbanization quality in Hefei Metropolitan Area on water resources utilization efficiency of Chaohu Lake Basin.The research results show that:1.The level of urbanization quality in Hefei Metropolitan Area is generally low,and there are significant regional differences;2.The industrial structure and agricultural planting in Hefei Metropolitan Area are not conducive to the improvement of water resource utilization efficiency in Chaohu Lake Basin,while technological progress has no significant effect on the water resource utilization efficiency in Chaohu Lake Basin;3.There is a threshold effect between the urbanization quality of Hefei Metropolitan Area and the water resources utilization efficiency of Chaohu Lake Basin,and the improvement of economic development level is beneficial to the improvement of water resources utilization efficiency;4.The urbanization quality of the cities in Hefei Metropolitan Area plays an important role in promoting the water resources utilization efficiency of each city,but has no significant impact on the water resources utilization efficiency of adjacent areas.Therefore,six policy suggestions are put forward,such as strengthening the construction of social urbanization and ecological urbanization,promoting the coordinated development of urbanization regions,improving the level of regional economic development,strengthening the scientific and technological support of water resources utilization efficiency,optimizing the industrial structure of Hefei Metropolitan Area,and strengthening the cross-regional joint protection of water resources.
