The purpose of transforming the old driving forces into new ones is to improve the industrial structure, and the financial support for the financial sector is an important boost to the optimization of the industrial structure, which is the key to the transformation of old driving forces to new ones.Based on the relevant statistics of Qingdao from 2000 to 2019,this study uses the DEA-BCC model of the“3 input-3 outputs”to evaluate the efficiency of industrial structure optimization supporting by financial development in Qingdao. The results show that in recent years, the financial development of Qingdao has played a significant role in promoting the optimization of industrial structure, and the interactive mechanism is good, but there is still room for improvement. The further projection analysis shows that the industrial structure of Qingdao still needs to be further optimized and improved, and the efficiency of financial support shows is low. Therefore,Qingdao needs to optimize the financial system and guide financial institutions to improve the allocation of credit resources to promote the efficiency of financial support for industrial development. At the same time, the attraction of industry to financial capital and other elements should be enhanced by cultivating strategic emerging industries and introducing high-end talents.
