随着人工智能与量子通信等新兴技术的出现,全球劳动力市场正在发生巨大变化。为帮助公众发展核心技能以适应不断变化的工作环境,德国政府于2019年发布了《国家继续教育战略》,旨在改革现有职业继续教育体系。其改革策略包括:完善法律法规,加强政府引导激励;创建指导网络,健全就业公共服务体系;加强技能认证,推进教育与评价有机衔接;改善教育质量,创新职业培训内容等。实践表明,该战略切实提高了德国公民的继续教育参与度,但在实施中还面临着全国性法律框架缺乏、继续教育系统连贯性弱及低技能群体参与性不足等挑战。德国面向未来的技能培训改革展示了创新的培训理念和管理框架,为我国继续教育的发展提供了重要借鉴。

With the emergence of nascent technologies such as artificial intelligence and quantum communications,the global labor market has undergone tremendous changes.In order to help citizens develop core skills to adapt to the ever-changing working environment,German government has introduced the National Continuing Education Strategy in 2019,which aims to reform the existing vocational continuing education and training system.Its reform strategies include:improving laws and regulations to engage the wider population in vocational continuing education and training,perfecting the employment public service system,strengthening skills certification,improving the quality of education and so on.Practice has shown that this strategy has effectively increased the participation of German citizens in vocational continuing education and training.However,during the process of its implementation,it is found that it still faces challenges such as the lack of a national legal framework,the weak coherence of the continuing education system and the insufficient participation of lowskilled groups in Germany.Germany’s future-oriented skills training reform demonstrates an innovative training concept and management framework,which provides important lessons for the development of vocational continuing education and training system in China.
