摘要
为促进我国煤炭企业委托运营管理模式广泛发展和成熟应用,本文以原神华集团国神公司煤矿内部专业化委托管理实施情况为例,阐述了煤矿内部专业化委托管理带来的竞争优势,分析了影响委托管理持续推进的原因,并提出相应对策建议。研究表明:委托管理具有机构配置更加科学、管理内容更加全面、资源共享更加充分等方面的竞争优势。未按照生产实际及时调整托管费用、生产运营成本高和委托管理机制不健全等方面的问题会影响委托管理持续推进,通过采取合理调整委托运营成本,强化成本管控,建立和完善专业化管理机制等措施,可促进煤炭企业委托运营管理模式高质量发展,为煤炭企业实行内部专业化委托服务管理提供参考。
To promote the extensive development and mature application of the entrusted operation manage⁃ment model of coal enterprises in China,this article takes the implementation of the specialized entrusted management of coal mines of the former Shenhua Group Guoshen Company as an example to elaborate the competitive advantages brought by the specialized entrusted management of coal mines,analyze the causes that affect the continued advancement of entrusted management,and put forward corresponding countermea⁃sures and suggestions.The research shows that the entrusted management has competitive advantages such as more scientific organization,more comprehensive management content,and more adequate resource sharing.However,failure to adjust entrustment fees in time and based on the actual production,high production op⁃erating cost,and incomplete entrusted management mechanism will affect the continued advancement of en⁃trusted management.Measures such as reasonable adjustment of entrusted operating cost,reinforcement of cost control,and establishment and improvement of specialized management mechanism can promote the high-quality development of entrusted operation management model of coal enterprises.Thus,this article can provide a reference for the implementation of specialized entrusted management by coal enterprises.
