多中心治理视阈下南昌市机动车尾气污染治理模式分析

Analysis on the Control Mode of Motor Vehicle Exhaust Pollution in Nanchang City from the Perspective of Multi-center Control

机动车的尾气污染是影响环境污染的重要因素。首先,以多中心治理理论内涵为切入点概括了多中心治理理论的相关内容。其次,基于目前南昌市机动车尾气污染的状况对尾气治理效果进行了评述。最后,从完善多中心主体体系、健全多中心制度体系和整合多中心方法体系三方面来构建治理框架,形成多元共治格局来解决当前的治理难题。

The exhaust pollution of motor vehicles is an important factor affecting environmental pollution. First of all, the paper summarizes the relevant content of the multi-center governance theory with the connotation of the multi-center governance theory as the starting point. Secondly, based on the current situation of motor vehicle exhaust pollution in Nanchang City, the paper reviews the effect of exhaust gas treatment. Finally, the governance framework is constructed from three aspects: perfecting the multi-center subject system, improving the multi-center system and integrating the multi-center method system, and forming a multiple co-governance pattern to solve the current governance problems.
