生态产品价值实现案例分析——“篁岭模式”的经验与启示 被引量:4

摘要 近年来,为践行习近平总书记提出的"绿水青山就是金山银山"理论,推动生态产品价值实现,提供更多优质生态产品,不断满足人民群众对优美生态环境的需求,中央各部委、地方各级政府在理论研究和实践探索方面做了大量积极工作,涌现出一大批典型案例和创新基地,"篁岭模式"便是其中之一。生态产品价值实现的"篁岭模式"最显著的特征是投资小、见效快、产出高。"篁岭模式"可借鉴的经验包括:一是立足优势,构建精品;二是政府推动,政策创新;三是双向增值,保持定力;四是权益共享,共同富裕;五是知难而进,寻求突破。 In recent years, in order to carry out the "Lucid Waters and Lush Mountains Are Invaluable Assets" Theory put forward by Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, promote the realizing the value of ecological products, provide more high-quality ecological products, and constantly meet the needs of the people for the beautiful ecology and environment, the central ministries and commissions as well as local governments have done a lot positive work in theoretical researches and practical exploration, and a large number of typical cases and innovative bases have emerged."Huangling Model" is one of them.The most remarkable characteristics of the "Huangling Model" for realizing the value of ecological products is small investment, quick effect and high output.The experiences that can be used for reference are included: firstly, building high-quality products based on endowment of resources;secondly, government promotion and policy innovation;third, two-way value-added and adhering to the strategy planned;fourthly, sharing rights and interests with multi-stakeholders to achieve common prosperity;fifthly, advancing despite difficulties and seeking breakthroughs.
