摘要
本文以东京为参照对象,将可持续发展水平中的自然生态环境质量作为研究重点,从空气质量、绿化程度、资源消耗及废弃物排放四个方面共选取15个指标构建评价体系。运用熵值法对上海和东京两座城市2013—2017年的情况进行打分,分别评价其历史变化趋势,再进行横向比较,分析具体差异。通过与东京进行对比,定位上海的城市发展进程,对其生态环境现状及可持续发展水平评价具有实际参考价值,更利于有针对性地提升。对比结果表明,上海的自然生态环境可持续发展水平整体呈现上升趋势,但相比东京波动较大,空气质量、资源使用效率及废弃物排放控制与东京相差较远,应当提升废气处理标准、提高产业科学技术水平、改善废弃物循环使用系统。
To assess natural ecological and environmental sustainable condition of Shanghai, an index system with 4 aspects and 15 indicators is constructed, in comparison with Tokyo.The paper rates the comprehensive performance of each year based on Entropy Method from 2013 to 2017 and analyzes the trend of variation of the two metropolitans respectively in the first part.Explicit differences are illuminated by the specific comparison between Shanghai and Tokyo on those indicators in the second part.In comparison with Tokyo, the development stage of Shanghai will be pictured more clearly, followed by more specific suggestions.It shows that natural ecology and environment of Shanghai is in a progressive way, while with manifest fluctuations and more specifically the gap is considerable in air quality, effective use of resources and the whole life of refuse from being produced and disposed, which means its waste gas purification, recycling system and industry tech-level need to be improved.
