摘要
分析气象条件对臭氧浓度变化的影响是客观评估臭氧污染管控效果的重要前提。美国基于臭氧浓度和气象参数观测数据,采用统计模型开展臭氧变化趋势气象影响修正,并将其应用于客观评估NO;SIP Call等减排计划的实施效果。本文系统梳理了美国臭氧变化趋势气象影响修正的技术方法和主要应用,同时结合其经验做法和我国实际情况,提出完善我国臭氧气象影响评估技术体系和管理应用的相关建议。
Analyzing the impact of meteorological conditions on changes in ozone trends is an important prerequisite for objectively evaluating the effects of ozone pollution control.Based on the observation data of ozone concentrations and meteorological parameters, US EPA uses a statistical model to adjust measured ozone for the effects of meteorology, mainly in order to evaluate the effects of Nitrogen Oxides State Implementation Plan Call(NO;SIP Call).This paper systematically sorted out the technical methods and main applications of meteorological adjustment of ozone trends in the USA.Meanwhile, combining American experience and practice with the actual situation in our country, this paper made some suggestions for improving the technical system and its application of assessing the effect of meteorology on ozone trends in China.
