新疆维吾尔自治区可持续发展效率研究

Study on sustainable development efficiency in Xinjiang Uygur Autonomous Region

"一带一路"倡议和西部大开发规划提出以来,新疆经济社会取得突飞猛进的发展,在习近平生态文明思想指引下迈入新时代生态文明建设新境界,经济、生态、社会不断趋向于协调发展,效率显著。本文通过运用生态足迹法和数据包络分析(Data Envelopment Analysis,DEA),对新疆维吾尔自治区可持续发展能力和效率进行了分析。结果显示,新疆人均生态足迹从2000年的2.5934hm;/人增加到2018年的4.2872hm;/人,出现了生态赤字现象。根据《中国生态足迹报告(2010)》,新疆从2010年开始被划入严重生态赤字区。通过运用DEAP Version 2.1软件对新疆可持续发展效率进行分析发现,随着时间推移,技术效率、纯技术效率和规模效率逐年趋向于有效。为此,本文研究提出进一步减少生态系统压力、优化产业结构、推动经济社会绿色发展等相关建议。

Since the Belt and Road Initiative and the important strategy for the Development of the Western Region were put forward, Xinjiang’s economic and social development has made rapid progress.Under the guidance of the strategy of ecological civilization construction and sustainable development, the economy, ecology and society are constantly developing towards a coordinated development trend, and the efficiency is very significant.In this paper, by using the ecological footprint method and DEA(envelope) analysis method, the sustainable capacity and efficiency of Xinjiang were analyzed.According to the 2010 National Ecological Footprint Report, Xinjiang has been classified as a serious ecological deficit area since 2010.By using Deap Version 2.1 software, the efficiency of sustainable development in Xinjiang was analyzed.The results show that, with the passage of time, the technical efficiency, pure technical efficiency and scale efficiency tend to be effective year by year, but there are still some less optimistic efficiency in some years.Therefore, the paper puts forward some suggestions on reducing pressure on ecosystem, further optimizing industrial structure and developing green economy.
