环境智库对落实2030年可持续发展议程的影响

Impacts of environmental think tanks on the implementation of the 2030 Agenda for Sustainable Development

当前全球落实2030年可持续发展议程进入关键行动期和攻坚期。2030年可持续发展议程以经济、社会和环境三大维度为支柱,其中环境目标占比多且权重大,没有环境目标的落实就没有2030年可持续发展议程的总体落实。环境智库是全球环境治理和落实2030年可持续发展议程过程中最活跃、最积极的主体之一。当前,关于从环境智库服务方面落实2030年可持续发展议程的角色、影响和深化路径的研究较少且呈碎片化特征。为此,本文对推进2030年可持续发展议程环境目标与环境智库建设的关联性、协同性和影响路径进行分析,以期促进环境智库服务于2030年可持续发展议程的总体落实。

The current global implementation of the United Nations 2030 Agenda for Sustainable Development enters a critical period of action.The 2030 Agenda for Sustainable Development(2030 SDGs) is based on the three pillars of economic, social and environmental goals.Environmental goals account for a significant proportion and importance of 2030 SDGs.Without the implementation of environmental goals, there will be no full accomplishment of the 2030 SDGs.Therefore, global environmental think tanks account for one stream of the most active and most powerful forces in global environmental governance and implementation of the 2030 SDGs.Yet, only a few and fragmented studies in China have reported the roles, impacts and development pathways for environmental think tanks in terms of their contribution towards 2030 SDGs.To this end, this paper tries to analyze the relevance, synergy and impact of advancing the environmental goals within 2030 SDGs and the future development progress of global environmental think tanks.
