基层治理作为社会治理的最小单元,是集中治理主要社会矛盾的重要抓手。在社会治理现代化进程中,基层治理在整个治理体系中的层级特点决定了其治理范围涉及的主体较广,其治理的社会矛盾形式多样、类型多样、原因多样。在构建国家治理体系和治理能力现代化过程中,深入推进基层社会治理的法治化,通过探索与实践实施多元解纷机制,为构建基层社会和谐稳定发展提供了重要的路径。

As the smallest unit of social governance,grass-roots governance is an important starting point for centralized governance of major social contradictions.In the process of social governance modernization,the hierarchical characteristics of grass-roots governance in the whole governance system determine that the scope of governance involves a wide range of subjects,and the forms,types and causes of social contradictions in governance are diverse.In the process of constructing the national governance system and the modernization of governance capacity,the law-based governance of grass-roots society has been deeply promoted.By exploring and practicing the multi-disciplinary dispute resolution mechanism,it has provided an important path for the harmonious and stable development of grass-roots society.
