新常态下非公企业党组织处理劳动关系现实困境与对策

Realistic Dilemmas and Solution of Party Organizations in Non-Public Enterprises in Dealing with Labor Issues under the New Normal

摘要 党的十八大以来,中国经济步入新常态后。非公企业劳动关系面临不少问题,如劳动合同的失范行为,劳动力利益竞争能力薄弱、劳动报酬不公,劳动关系的多样性、短期性、脆弱性带来劳动关系协调难度大,等等。同时,非公企业党组织面临如何体现全心全意依靠工人阶级、如何促进非公企业健康发展、如何起到非公企业和谐的“润滑剂”等困境。为此,非公企业党组织应全心全意依靠工人阶级,秉持以人民为中心的发展思想化解劳动矛盾,采用统筹兼顾的方法协调非公企业不同利益关系。 Since the 18th CPC National Congress,China’s economy has entered a new normal,and the labor relations in non-public enterprises have been confronted with various major problems such as misconduct in labor contracts,weak competitiveness for labor interests,unfair labor price,and difficulty in coordinating labor relations caused be the diversity,short-term nature and vulnerability of some labor relations.In addition,the party organizations in these enterprises are also faced with the dilemma of how to wholehearted rely on the working class,how to promote healthy development of the enterprises,and how to act as a“lubricant”for the harmony of people in the enterprises.This paper proposes that party organizations in non-public enterprises should solve labor disputes relying wholeheartedly on the working class and upholding the“people-centered”ideology,and coordinate the different interests through an integrated approach.
