On the Innovation of Smart Governance in Social Governance Modernization

面对中华民族伟大复兴战略全局和世界百年未有之大变局,党和国家对坚持和完善共建共治共享的社会治理制度作出指示,明确要求各级政府增强前瞻化、系统化、协同化防范化解风险的能力。在日益复杂的内外部环境中,全面提升社会治理的社会化、专业化、法治化、智能化水平十分必要。对社会治理现代化体系建设要求进行解读,可以探索包括智慧治理在内的各项社会治理能力建设,研究社会治理现代化智治创新的理论与现实意义。

In an era that has witnessed the strategy of the great rejuvenation of the Chinese nation and the unprecedented changes around the world,the Communist Party of China and the national State have instructed in the effort to improve the social governance system of co-construction,co-management and co-sharing that governments at all levels should enhance their ability to risk prevention and resolution in a forward-looking,systematic and coordinated manner.It is necessary,in an increasingly complex internal and external environment,to comprehensively improve social governance ability from various aspects,including socialization,specialization,rule of law and intelligent technology.After studying the requirements of the social governance modernization system construction,this paper has explored the construction of various social governance capabilities including smart governance,as well as the theoretical and practical significance of the innovation of smart governance in social governance modernization.
