对“十四五”期间医院药事管理高质量发展若干问题的思考

High-quality development of hospital pharmacy management during the 14th Five-Year Plan period

从"十四五"规划对医院高质量发展要求出发,总结了建国以来我国医院药事管理取得的6个方面的显著成绩,指出了存在的主要问题,分析了医院药事管理面临的药品耗材"零差率"的影响等8个方面的挑战,提出了要正确处理好药品集中招标采购与医院作为等5个方面的关系,对"十四五"期间医院药事管理高质量发展的重点任务从"三个保证、三个优化、三个提升、三个促进"等12个方面提出了思考性建议,以期促进我国医院药事管理工作走上高质量发展之路。

Based on the requirements for high-quality hospital development in the 14 th Five-Year Plan period,this article summarizes the six aspects of significant achievements made in hospital pharmacy management in the country since the founding of the People’s Republic of China and points out the existing problems.Eight aspects of challenges faced by the hospital pharmacy managers(e.g.the impact of"zero-different rate"of drugs and consumables)were analyzed.Five relationships with the pharmacy management(e.g.the relationship of centralized bidding and procurement of drugs with hospital performance)were described.Reflective comments and suggestions in 12 aspects were proposed in high-quality development of pharmacy management during the 14 th Five-Year Plan period,including three guarantees,three optimizations,three improvements,and three promotions.
