基于灰色关联度分析法的四川省人均卫生费用影响因素研究

Factors influencing per capita health costs in Sichuan Province:a research based on grey relational degree analysis

目的研究2011年—2018年四川省人均卫生费用的影响因素,为四川省公共卫生事业的可持续发展提供相关建议。方法选取2012年—2020年《中国统计年鉴》《中国卫生健康统计年鉴》《四川统计年鉴》及《四川卫生健康年鉴》中相关人均卫生费用影响因素的数据,采用灰色关联度分析方法,分析人均卫生费用与5个维度、13个指标之间的关联程度。结果所选指标灰色关联度均大于0.6,经济因素与四川省人均卫生费用关联度强,其中人均GDP影响明显;人口因素关联度较低;筹资结构因素关联度强,其中政府卫生支出与其相关度最高;卫生资源因素及医疗服务因素与人均卫生费用关联性较明显。结论四川省卫生行政部门需要针对主要影响因素切实提高居民卫生服务水平,加强政府卫生支出投入,完善医保政策,提高社会卫生支出占比;加大预防筛查公共卫生服务投入,均衡卫生资源空间配置,加强基层医疗卫生服务建设。

Objective To investigate the factors influencing the per capita health expenditure in Sichuan Province from 2011-2018 and to give suggestions on the sustainable development of public health undertakings in Sichuan Province.Methods The data regarding influencing factors for per capita health cost in China Statistical Yearbook,China Health Statistics Yearbook,Sichuan Statistics Yearbook,and Sichuan Health Statistics Yearbook from 2012 to 2020 were retrieved,and the potential associations of per capita health cost with 5 dimensions and 13 items were analyzed using the gray correlation analysis.Results The values of gray correlation degree of all the selected items were greater than 0.6.The economic factors were strongly correlated with the per capita health cost in Sichuan Province,among which the factor of GDP per capita was obvious.The demographic factors showed lower correlation degrees.The financing structure showed a strong correlation,among which the government health expenditure had the highest correlation.The health resources and medical services were significantly correlated with the per capita health expenditure.Conclusion Focusing on the main influencing factors of health expenditure,the health authorities in Sichuan Province needs to improve the health services for local residents by increasing the government health investment,optimizing the health insurance policy,and increasing the proportion of social health expenditure.In addition,the local government should increase the investment in disease prevention and screening,balancing the spatial allocation of health resources,and strengthening the capacity building of primary health care services.
