儿童友好型城市治理的路径分析与实践逻辑——基于10个国家治理实践的文本分析

The Path Selection and Practical Logic of Child-Friendly Cities'Governance—A Text Analysis Based on Governance Practices in 10 Countries

1996年,联合国儿童基金会与联合国人类住区规划署发起了创建儿童友好型城市的倡议,旨在建立一个致力于维护儿童权利的城市治理体系。通过对全球10个典型国家儿童友好型城市治理实践的相关文本展开内容分析,基于“议题主体策略”三维分析框架,可以全景式地呈现儿童友好型城市治理的路径选择与实践范例。依循全球治理图景,儿童友好型城市治理具有四个方面的实践逻辑,即路径依赖性的行动逻辑、多元共治性的主体逻辑、渐进式的政策学习逻辑与包容性治理的制度逻辑。

In 1996,the United Nations Children's Fund and the United Nations Human Settlements Programme jointly launched the initiative to create a child-friendly city,to establish an urban governance system dedicated to safeguarding children's rights.A large number of cities quickly began to establish child-friendly cities.In 2016,Shenzhen took the lead in applying to join the establishment of child-friendly cities.Therefore,the research on child-friendly cities'governance should gradually shift from the interpretation of concept,value and experience to the summary of governance methods and rules,which has also become the basis for the promotion and in-depth practice of child-friendly cities'governance.Based on the text analysis of child-friendly cities'governance in ten countries and through the three-dimensional analysis framework of“Topic-Participant-Strategy”,this paper presents the path selection and practical cases of international child-friendly cities'governance in a panoramic view.Furthermore,this paper puts forward four practical logics of child-friendly cities'governance based on international experience.The first is the path-dependence action logic,which requires that the construction of child-friendly cities should be aimed at improving the status of children's rights,and appropriate governance methods should be selected from the specific situation of urban governance;the second is the plural governance participant logic,which emphasizes the importance of constructing the cooperative network of multi-governance subjects;the third is the gradual policy learning logic,which suggests a process from gradual policy learning to policy innovation and diffusion;the fourth is the inclusive governance institutional logic,which advocates the inclusion of marginalized children at three levels of service,protection and participation as the core task of child-friendly cities construction.
