东北产粮区农村综合环境治理效率异质性演变静动态分析——以黑龙江省为例

Static-Dynamic Analysis of Heterogeneity Evolution of Rural Comprehensive Environmental Governance Efficiency in Northeast Grain-Producing Regions:Taking Heilongjiang Province as an Example

基于2005—2018年东北产粮区静态农村综合环境治理效率的超效率SBM模型及黑龙江省13个地级市及地区动态农村综合环境治理效率Malmquist-GIS模型的测算数据,分析环境治理效率异质性演变的时空变化及地区差异特征。研究发现,研究期内静态农村综合环境治理效率呈波动徘徊变化,动态农村综合环境治理效率的时间变化呈上升、下降反复运动,空间变化呈东西向中部靠拢且整体向中部不断上升的态势,地级市及地区之间的农村环境治理效率变化差距较小。研究区内各农村地区经济发展程度与治理效率不完全匹配,治理过程中应以提升技术创新与投入资源的规模效益并重,优化环境治理资源配置与健全城乡环境协同治理机制并行,注重生态治理投入的同时应加强政府长效监督力度,推动产粮区农村经济增长与生态环境保护的统一。

Based on the data of the super-efficiency SBM model of the static comprehensive environmental governance efficiency of the Northeast grain-producing regions from 2005 to 2018 and the Malmquist-GIS model of the dynamic comprehensive rural environmental governance efficiency of 13 prefecture-level cities and regions in Heilongjiang Province,the paper analyzed the spatio-temporal changes and regional differences in the evolution of environmental governance efficiency heterogeneity.The study found that the static comprehensive rural environmental governance efficiency fluctuated and fluctuated during the study period,the dynamic rural comprehensive environmental governance efficiency increased and decreased repeatedly over time,and the spatial change showed a trend of moving east-west to the middle and rising as a whole to the middle,the gap in the efficiency of rural environmental governance between the firstlevel cities and regions is relatively small.The degree of economic development in the rural areas in the study area does not completely match the governance efficiency.In the governance process,the improvement of technological innovation and the scale of investment resources should be emphasized,and the optimization of environmental governance resource allocation and the improvement of the urban-rural environment coordinated governance mechanism should go hand in hand.At the same time,attention should be paid to the investment in ecological governance and the government should strengthen the long-term supervision to promote the unification of rural economic growth and ecological environmental protection in grain-producing areas.
