非危险化学品危害信息传递存在的问题与对策研究

Study on Problems and Countermeasures of Non-hazardous Chemical Hazard Information Transmission

为加强非危险化学品安全管理,减少非危险化学品事故,对非危险化学品的危险性及其危害信息传递进行了研究,提出了该类化学品信息传递的思路与对策。一是基于目前危险化学品安全管理的法律、法规和标准,将管理范畴延伸至非危险化学品。二是建立以非危险化学品安全标签、化学品安全技术说明书、非危险化学品作业场所安全标签、安全标志为主的非危险化学品危害信息传递制度与手段,确保各环节危害信息的传递,保障作业安全。

In order to strengthen the safety management of non-hazardous chemicals and reduce the accidents of non-hazardous chemicals,the hazard information transmission of non-hazardous chemicals were studied,and the ideas and countermeasures of information transmission of such chemicals were put forward.The scope of management to non-hazardous chemicals was extendedbased on the current laws,regulations and standards of safety management of hazardous chemicals.A non-hazardous chemical hazard information transmission system and means with non-hazardous chemical safety labels,chemical safety technical instructions,non-hazardous chemical safety labels and safety marks in the workplacewere established to ensure the transmission of hazardous information in all links and ensure operational safety.
