新时代高校继续教育治理体系和治理能力现代化研究

On the Modernization of Continuing Education Governance System and Governance Ability in Colleges and Universities in the New Era

研究主要运用文献资料法、逻辑分析法,从高校继续教育治理体系和治理能力现代化的内涵和构成入手,分析了推进高校继续教育治理体系和治理能力现代化的重要性,指出了高校继续教育治理的现实困境,在此基础上提出新时代高校继续教育治理体系和治理能力现代化的实现路径:坚持党的全面领导,加强顶层设计并融入高校的差异性;深化管理体制,健全完善权责一致的评估监督机制;加强制度建设,强化高校继续教育制度的执行;完善法治体系,提升高校继续教育治理的法治化水平;构筑治理主体体系,形成多元协同治理格局。

Starting with the connotation and constitution of the modernization of governance system and governance ability of continuing education in colleges and universities,this paper analyzes the importance of promoting the modernization of governance system and governance ability of continuing education in colleges and universities with literature review method and logic analysis method,and then points out the real predicament of the management of continuing education.On this basis,the related realization path of the modernization of the governance system and governance ability is put forward: strengthening the top-level design with integration of the differences of universities;improving the evaluation and supervision mechanism with the integration of power and responsibility strengthening the implementation of continuing education;enhancing the rule of law in the governance of continuing education in colleges and universities;building patterns of diversified and collaborative governance.
