长三角老年教育立法协同研究

On the Coordination of Elderly Education Legislation in the Yangtze River Delta

摘要 随着长三角地区逐步进入到深度老龄化阶段,老年教育的供给压力将会渐渐突显出来。对长三角地区老年教育进行立法协同符合国家的战略要求,同时有利于提高长三角地区老年教育的整体质量。在长三角老年教育立法协同的过程中,可以采取制定地方性法规或者政府规章的立法协同模式,重点对老年教育的管理部门、扶持和保障机制、学分银行的建立以及法律责任等方面进行协同,以此加快推进长三角一体化进程,并最终促使长三角区域整体获益。 With the Yangtze River Delta region gradually entering the stage of deep aging,the supply pressure of elderly education will gradually become apparent.The legislative coordination of the elderly education in the Yangtze River Delta region not only conforms to the national strategic requirements,but also is conducive to improving the overall quality of the elderly education in this region.In the process of coordination,we can adopt the legislative coordination pattern in making local laws or government regulations.Accordingly,more attention should be paid to its administrative departments,support and guarantee mechanisms,the establishment of credit banks and the legal liabilities of elderly education,so as to accelerate the integration of Yangtze River Delta and ultimately benefit the Yangtze River Delta region.
