“双高计划”建设背景下高职院校教师“预聘-长聘”制度研究——以S职业技术学院为例

摘要 在"双高计划"建设背景下,高水平师资队伍成为高职院校的核心竞争力。通过对S职业技术学院实施"预聘-长聘"制度的实践进行分析,发现岗位设置与聘用条件体现高职特色、聘用程序体现学术评审与行政审核相结合、预聘期内实行年度工作检查制度、长聘资格认定要通过岗位晋升获得、"预聘-长聘"制教师实行年薪制是其主要特点,新旧体制的衔接缺乏制度设计、从预聘到长聘的考核标准不一致、长聘后的激励机制缺乏制度设计、退出机制缺乏制度设计是其面临的主要问题,据此提出完善预聘的选拔机制、进入预聘后的引导机制、预聘到长聘的考核机制、进入长聘后的激励机制、退出机制等对策建议。 Under the background of the context of the"double-high plan"construction,high-level faculty have become the core competitiveness of higher vocational colleges.Through the analysis of the implementation of the"pre-employment and long-term employment"system in S Vocational and Technical College,it is found that the post setting and employment conditions reflect the characteristics of higher vocational education,the employment procedure reflects the combination of academic review and administrative review,annual work inspections are implemented during the pre-employment period,the qualification of long-term employment must be obtained through promotion,and the annual salary system of the"pre-employment and long-term employment"system is its main feature.The lack of system design for the subsequent incentive mechanism and the lack of system design for the exit mechanism are the main problems it faces.Based on this,the countermeasures for the implementation of the"pre-employment and long-term employment"system in higher vocational colleges are proposed:perfect the selection mechanism of pre-employment,improve the entry pre-employment follow-up guidance mechanism,improve the assessment mechanism from pre-employment to long-term employment,improve the incentive mechanism after entering long-term employment,and improve the exit mechanism.
