环保技术作为一类兼顾经济增长与环境保护双重目标的特有技术,是我国现阶段大力发展的战略性新兴产业技术,其有效扩散离不开政府的有力助推,而政策性金融作为重要的政策工具不可或缺。从政策性金融的内涵入手,系统梳理了政策性金融的调控功能、环保技术扩散的影响因素、政策性金融对环保技术扩散的助推效应等方面已有研究脉络,并进一步指出了当前研究尚存在缺乏助推动力机制的系统分析、缺乏针对环保这一特定技术类型的扩散分析和忽视实践中可能存在的诸多非线性特征等有待完善的领域。进而,针对环保技术扩散过程中的政策性金融助推动力机制、实证效应检验和目标体系三个方面进行了研究展望,探讨了未来开展持续研究的方向。

Environmental protection technology,as a unique technology that takes into account the double goal of economic growth and environmental protection,is a strategic emerging industrial technology that our country strongly supports at this stage.Its effective diffusion cannot be separated from the government’s strong support,and policy finance is indispensable as an important policy tool.The article starts with the concept,system and affected objects of policy finance,and systematically combs the regulation and control functions of policy finance,the influencing factors of the diffusion of environmental protection technology,and the boosting effect of policy finance on the diffusion of environmental protection technology.It further points out that there are still some areas to be improved,such as the lack of system analysis of propulsion mechanism,the lack of diffusion analysis for environmental protection,and the neglect of many nonlinear characteristics that may exist in practice.Furthermore,it focuses on the analysis of policy financial driving factors mechanism,empirical effect test and target system in the process of environmental technology diffusion have been studied and prospected,discussing the direction of continuous research in the future.
