TOE理论下我国重点城市网上政务服务能力影响因素研究

Research on Influencing Factors of Online Government Service Ability in Key Cities in China by Based on Toe Theory Framework

随着互联网和信息技术的发展与应用,传统的政务服务模式实现了向网上政务服务模式的转变。本文运用TOE理论,从技术、组织、环境三个方面对我国32个重点城市网上政务服务能力影响因素进行了实证研究。研究结果表明,一个地区的网上政务服务能力水平与该地区科技人才占比、领导重视程度、财政资金投入、经济发展水平、上级先进经验和公众需要等具有显著的正向关系。

With the development and application of Internet and information technology,the traditional government service mode has changed to the online government service mode.However,in recent years,the construction of online government service in various regions of China is uneven and there is a large gap in ability level.Based on this,this paper makes an empirical study on the influencing factors of online government service ability of 32 key cities in China from three aspects of technology,organization and environment by using toe theory.The results show that the level of online government service ability in a region has a significant positive relationship with the proportion of scientific and technological talents,the attention of leaders,the investment of financial resources,the level of economic development,superior pressure and public needs,but not with the Internet penetration rate.Therefore,in order to narrow the gap of online government service capacity in various regions and improve the level of online government service,we can start from improving the level of economic development,increasing the investment of financial resources,vigorously cultivating scientific and technological talents,learning from the advanced experience of provincial governments and responding to public needs in the future.
