质量基础设施服务军民融合的能力研究

Research on the ability of quality infrastructure to serve military-civilian integration

质量基础设施是由计量、标准、检验检测、认证认可组成的制度框架和技术体系,在经济、社会和贸易领域发挥关键作用。在国防建设,质量基础设施军民通用性强,实现质量基础设施民为军用,对于提高武器装备建设质量效益,具有十分重要的作用。文章分析了质量基础设施服务军民融合的能力途径,并从服务军民市场、技术融合和产品质量监管3个层面研究质量基础设施服务军民融合的能力特征,最后提出理清质量基础设施一体化管理思路,统筹军用质量基础设施建设等建议。

Quality infrastructure is an institutional framework and technical system composed of measurement,standards,inspection and testing,certification and accreditation,and plays a key role in the economic,social and trade fields.In the construction of national defense,quality infrastructure has strong military-civilian versatility.The realization of quality infrastructure for civilian use plays a very important role in improving the quality and efficiency of weapons and equipment construction.This paper analyzes the ability of quality infrastructure to serve military-civilian integration,and studies the capabilities of quality infrastructure to serve military-civilian integration from the three levels of serving the military-civilian market,technology integration,and product quality supervision,and finally puts forward the idea of clarifying the integrated management of quality infrastructure,Coordinating the construction of military quality infrastructure and other suggestions.
