赓续百年目标:共同富裕的因由寻绎、意蕴索隐和路径构想

Continuation of the Centenary Goal:Exploring Causes,Connotations and Approaches to Common Prosperity

治国之道,富民为始。党的十九届五中全会以来,随着全面建成小康社会的胜利,“共同富裕”从头部边缘跃向众星中央,从远景目标稳向实践实操,成为接续第二个百年奋斗目标的航标指针,有其内在的理论逻辑、历史逻辑和现实逻辑。贯彻新发展理念、构建新发展格局、推动高质量发展谋求的是更高层级、更加全面、更具创新的共同富裕,是对中国共产党百年共同富裕的认识和经验的承嬗离合。共同富裕并非同时富裕、同等富裕和杀富济贫、平均贫富,而是安富恤贫和差别富裕,这决定在把握共同富裕价值基准时要从“共同”“异中同”“同中异”三个维度解构盖全无贫、盖均无贫、无贫有别的意蕴。探赜共同富裕的实现途径要摒弃“唯发展”和“唯平等”就是共同富裕的片面思想,要以合法性、稳定性和实效性为护翼,将始点、过程和结果的校正意识贯穿于分配、协同、保障的基础制度安排和统筹、关系、补偿的内在机制创新以及生活、精神、环境、社会、公共服务的联动措施细化等顶层设计全过程,扎实推动共同富裕落地生根、落在实处。

Since the Fifth Plenary Session of the 19 th CPC Central Committee, common prosperity has become an important component of the second centenary goal with the victory of building a well-off society in an all-round way. By implementing the new development concept, constructing a new development pattern, and promoting high-quality development, the nation need to seek more advanced, comprehensive and active common prosperity. It is the inheritance and development of the CPC’s understanding and experience of common prosperity for a century. Common prosperity is not about being simultaneously wealthy or equally wealthy. It is not to suppress the rich or help the poor. It is not to settle the rich or relieve the poor. It is the balanced and differentiated common prosperity. It is necessary to grasp the connotation of common prosperity from three dimensions: common, common in difference, and different in the common. To explore the approach to achieve common prosperity, we must abandon the one-sided thinking of common prosperity only focusing on “development” and “fairness”. We must bear the proofreading awareness from the starting point, the whole process to the ends with employ legitimacy, stability and effectiveness. To firmly promote common prosperity in practice, the process of top-level design should include basic institutional arrangements for distribution, coordination. It also needs to guarantee the innovation of the internal mechanism of coordination, relationships, and compensation, and the refinement of linkage measures for life, spirit, environment, society, and public services.
