强化区域板块合作,全力推进长江经济带更高质量发展

Strengthen Regional Cooperation and Promote Higher-quality Development of the Yangtze River Economic Belt

长江经济带建设是习近平主席亲自谋划、亲自部署、亲自推动的重大战略。《长江经济带发展规划纲要》明确指出,以长江为地域纽带和集聚轴线,以沿江大中小城市和小城镇为依托,形成区域联动、结构合理、集约高效的新型城镇化格局。然而,囿于“自扫门前雪”的传统城市本位思想,当前长江经济带各城市呈现出“各自为战”“竞争大于合作”的阶段性发展特征,节点城市间的网络连通性仍存在着巨大的上升空间,强化区域合作所形成的潜在增长空间尚未被有效挖掘。2021年正值长江经济带国家战略建设五周年,建议应当进一步强化区域板块合作,全力推进长江经济带更高质量发展。一是要强化成都与重庆的双中心协作引领,唱好成渝地区双城经济圈建设“双城记”;二是从成渝“双城合作”走向成渝地区双城经济圈与上海大都市圈“双圈合作”,推动国家重大区域发展战略板块协同;三是要主动谋划成都与上海联动“沪成河”,打造新型城市合作典范。

Constructing the Yangtze River Economic Belt(YREB) is a major strategy planned, deployed and promoted by President Xi Jinping. The “Outline of the Development Plan for YREB” clearly points out that “by relying on large, medium and small cities and towns along the river, a new urbanization pattern with regional linkage, reasonable structure, intensive and efficient formation will be formed with the Yangtze River as the regional link and agglomeration axis. However, constrained by the traditional view of “sweeping the snow before its own door”, cities in YREB are currently showing the phased development characteristics of “fighting independently” and “competition outweighs cooperation”. There is huge growth room for the network connectivity between node cities and the potential growth space formed by strengthening regional cooperation has not been effectively tapped. In the context of the fifth anniversary of the national strategic construction of YREB, this paper suggests that regional cooperation should be further strengthened to promote higher-quality development of YREB: the first is to strengthen the dual-center collaboration and leadership between Chengdu and Chongqing in the construction of the Chengdu-Chongqing dual-city economic circle;the second is to move from the “two-city cooperation” between Chengdu and Chongqing to the Chengdu-Chongqing dual-city economic circle and the Shanghai metropolitan circle. “Double-circle cooperation” promotes the coordination of major national regional development strategies;the third is to actively plan the links between Chengdu and Shanghai to create a new model of urban cooperation.
