乡村振兴视域下农村公共文化服务供需平衡的困境及出路

The Dilemma of the Supply and Demand of Public Cultural Services in Rural Areas and Corresponding Strategies:A Perspective of Rural Revitalization

乡村振兴背景下农村公共文化服务体系建设的创新改革是一项重要的文化振兴民生工程,决定着农村公共文化服务发展的实效。农村公共文化服务供需平衡面临的困境主要有:从过程来看,供给单一与需求多样相矛盾;从结果来看,供给不足与需求广度相矛盾等方面。究其原因,一方面是以“政府主动式输入”模式为主,非政府文化组织边缘化严重;另一方面是以“村民被动式吸收”模式为主,村民主体性普遍缺失。解决问题的路径为:以需求导向为基础,构建真实文化需求矩阵;以供给主体为主渠道,完善多元主体供给形式;以大数据思维为依托,传承和创新供给方式。

Under the background of rural revitalization,the reform of public cultural service system in rural areas constitutes important part of cultural revitalization projects and a challenging livelihood project,thus determining the development of the services.The main challenges facing the balance of the supply and demand of the services find their way into the following contradictions:the ineffective supplies and actual demands,the unitary channel of supply and diverse demands as well as the lack of supply and multiplied demands.On the one hand,the contradictions arise from the mode of unitary channel of the investment on the part of the government with non-governmental cultural organizations’functions in this regard underdeveloped.On the other hand,the contradictions attribute to the passive stance of villagers,with the general loss of their subjectivity.Therefore,the strategies concerned should involve constructing the real cultural demand matrix based on the demand,improving the supply form of multiple parties with the main subject functioning as a key channel and innovating the supply methods through big data thinking.
