农村土地“三权分置”和第二轮土地承包期限即将到期背景下,保持农村土地承包关系长期稳定,贯彻落实好土地延包30年不变政策显得尤为重要。以舟山为例,二轮土地承包期满后,只有持续开展农业生产经营,并且承包土地主体为未消灭的村集体经济组织成员,是适格的土地自动延包主体,才能继续承包原承包地。同时,依法分类妥善解决一些特殊群体权益诉求,依法个别调整土地,鼓励长期集中连片流转、妥善解决农村土地侵权等问题,积极探索农村土地延包30年不变的具体实现形式。
