人才是经济社会发展的第一资源。人才发展体制机制改革是全面深化改革的重要组成部分,是党的建设制度改革的重要内容。于高等院校而言,创新型人才的培养是实现人才强校战略的核心,也是提升高校竞争力的动力源泉。不同层次和类型的高校都积极贯彻党管人才原则,落实党委(党组)人才工作责任制,在既复杂又特殊的高等教育生态环境中积极探索符合自身特点的人才培养模式,最大限度激发人才创新创造活力。

Talent is the first resource for economic and social development.The reform of the system and mechanism for talent development is an important part of comprehensively deepening reform and the reform of the Party’s building system.For colleges and universities,the cultivation of innovative talents is the core to realize the strategy of strengthening colleges and universities with talents,and it is also the power source to enhance the competitiveness of colleges and universities.Colleges and universities of different levels and types actively implement the principle of Party leadership over talents and the responsibility system of the Party Committee(Leading Party Members’Group)on talents’work,explore a talent training mode suitable for their own characteristics in the complicated and special ecological environment of higher education,so as to stimulate the innovation and creativity of talents to the greatest extent.
