摘要
目的:以北京市医院管理中心对北京市属22家公立医院2018年绩效评价为例,探讨公立医院绩效评价的作用机制。方法:基于定性比较分析(QCA)的方法,通过分析满意度评价、医疗质量、运营效率、持续发展4个条件变量对公立医院绩效的影响机制,研究得出公立医院绩效评价的3种作用机制。结果:从硬实力、软实力和综合实力3种机制提高公立医院绩效。结论:建议提高硬实力中的运营效率来提升公立医院综合绩效;提高软实力中的满意度评价和持续发展来提升公立医院综合绩效;引导要素分配机制更加合理,激发系统收益提升公立医院综合绩效。
Objective:Based on the performance evaluation of 22 public hospitals in Beijing in 2018,the mechanism of performance evaluation of public hospitals is explored.Methods:The qualitative comparative analysis(QCA)is used to analyze the influence mechanism of satisfaction evaluation,medical quality,operation efficiency and sustainable development on the performance of public hospitals.Three mechanisms of performance evaluation of public hospitals are obtained.Results:The performance of public hospitals can be improved through three mechanisms:hard power,soft power and comprehensive strength.Conclusion:It is proposed to improve operation efficiency in hard power to improve the comprehensive performance of public hospitals;improve the satisfaction evaluation and sustainable development in soft power to improve the comprehensive performance of public hospitals;rationalize the allocation mechanism of factors of medical resources,and stimulate system revenue to improve performance.
