浙江海洋生态文明建设法治化探索与路径优化

On the Legalization and Route Optimization of Marine Ecological Civilization Construction in Zhejiang Province

海洋生态文明建设是国家推进治理体系和治理能力现代化的重要内容。近年来,浙江省努力践行“两山”理论,开展海洋生态文明法治建设的诸多实践,形成了海洋资源开发和生态环境保护的浙江经验和制度模式,尤其在海洋生态红线制度、“湾(滩)长制”、“蓝色海湾”整治行动等领域的探索方面受人瞩目。然而,多种因素使得浙江近海海域的生态环境问题仍不容乐观,亟需从法治层面进一步提升治理效能,为推动浙江海洋强省建设、促进海洋经济高质量发展提供保障。

Marine ecological civilization construction is an important part of propelling the modernization of national governance system and governance capacity.Recent years has witnessed Zhejiang province’s great efforts to practice“The Theory of Two Mountains”,carrying out lots of work on marine ecological practice.What’s more,Zhejiang province has formed its special experience and institutional model of developing marine resources and protecting ecological environment.In particular,it has attracted great attention to the exploration of such fields as marine ecological red-line,the bay(beach)chief system and“the blue bay”problem-addressing action,and so on so forth.However,many factors have made the ecological environment of offshore area in Zhejiang Province worsened.Now it is high time that we made more efforts to promote the governance efficiency from the rule of law so as to provide the guarantee for the construction of powerful marine province and the promotion of high-quality development of marine economy.
