舟山市无居民海岛分类保护研究

On the Classified Protection of Uninhabited Islands in Zhoushan

随着人类对海洋资源与空间的依赖程度逐渐提高,无居民海岛的开发和保护成为我国各临海省份的热点问题。本文梳理了国内外无居民海岛的开发案例与方法,阐述了舟山市当前在无居民海岛开发和保护方面取得的主要成绩以及存在的问题;同时从加强顶层设计、完善规章制度、加快解决权属问题、加强动态监测、开展整治修复、加强科技支撑等六个方面提出相关建议,以期为舟山市推进无居民海岛资源的分类开发与保护提供一定理论指导。

With the increasing dependence on Marine resources and space,the development and protection of uninhabited islands has become a hot issue in coastal provinces of China.This paper not only sorts out the development cases and methods of uninhabited islands both home and abroad but also expounds the main achievements and existing problems of Zhoushan in the development layout and corresponding protection of uninhabited islands.At the same time,some related suggestions are made for the development of uninhabited islands in terms of such seven aspects as the enforcement of top-level design,completion of regulatory framework,acceleration of ownership solution,intensification of dynamic monitoring,implementation of renovation and restoration,enhancement of scientific and technological support,clarification of national major projects and optimization of approval process so as to provide some theoretical guidance for Zhoushan to promote the classified development and protection of uninhabited island resources.
