浙江数字化改革的实践逻辑、理论“矩阵”与路径设计

Practical logic,theoretical“matrix”and path designof Zhejiang's digital reform

数字经济蓬勃发展助力现代化建设,促进我国经济高质量增长,助力长三角引领区域发展。数字化改革是浙江贯彻新发展理念、顺应新发展格局、探索新发展举措的总抓手,更是构筑数字化时代区域竞争新优势的战略选择。围绕浙江数字化改革工作,从“改革导入、改革路径、推进方法和改革成效”四个方面,形成“需求清单、场景清单、改革清单”的三张清单,提出“物理世界+数字世界”的双螺旋改革路径,构建“工作、目标、评价、考核”的四大体系,搭建数字化改革的理论“矩阵”,从而阐述数字化改革的浙江之治,为浙江建成“全球数字变革高地”提供对策建议,也为全国的数字化变革提供区域理论探索参考和实践借鉴。

The vigorous development of digital economy helps the modernization drive,promotes China's high-quality economic growth,and helps the Yangtze River Delta's leadship in regional development.Digital reform is not only the primary tool for Zhejiang to implement the new development concept,to adapt to the new development pattern and to explore new development measures,but also the strategic choice to build a new competitive advantage of a powerful country in the digital era.Focusing on the work of digital reform in Zhejiang,this article proposes three lists,namely“requirements list,scenario list,and reform list”,from the four aspects of“reform introduction,reform path,promotion method,and reform effects”,provides a double helix reform path of“physical world&digital world”,constructs four systems of“work,goal,evaluation,and examination”,and builds a theoretical matrix of digital reform,so as to scientifically explain the governance of digital reform in Zhejiang.The paper can provide suggestions for Zhejiang to build“a highland of global digital transformation”,and provide reference for regional theoretical exploration and practice for the digital transformation of the country and the world at large.
