摘要
技能型社会建设是经济社会发展的坚实力量。为了适应国际竞争、产业升级和终身学习的变化,OECD采取引导多主体参与,形成技能建设的跨部门组织;关注利益相关者群体类型和参与质量,保证技能治理的有效性;运用信息技术工具,构建以技能为中心的学校信息系统;调整融资安排,减轻国家治理压力等策略进行技能体系治理。借鉴OECD的经验,我国应加强政府主导推动技能型社会建设的顶层设计;发挥企业参与社会技能培训的主体作用;落实职业院校育训并举的法定职责。
Skilled social construction is the solid strength of economic and social development.In order to adapt to international competition,industrial upgrading and lifelong learning change,OECD aims to form cross-departmental organizations by guiding multi-subject participation and forming skill construction.It pays attention to the type of stakeholders and participation in quality so as to guarantee the effectiveness of skill governance.It uses information technology tools to build a skill-centric school information system.By adjusting the financing arrangements,it helps to reduce national governance pressure and other strategies for skills system management.The experience of OECD can provide three inspirations for the country's construction of skill society:to emphasize the government's dominant position in the top design of skilled social construction,to strengthen the role of enterprise participation in social skill training,and to implement the statutory duties of professional institutions in vocational colleges.
