基于经济属性的居家养老服务定价研究

Research on the Pricing of Home Elderly Care Based on Economic Nature

居家养老作为我国养老的主要模式之一,是养老产业的重要组成部分,对现有养老服务定价体系进行完善,有利于促进我国居家养老产业的可持续发展。细分居家养老服务的类型,对比不同属性的居家养老服务的成本,对其价格组成进行研究,可发现我国居家养老服务定价存在受市场竞争的制约、缺乏具有公信度的分级评定标准、公立养老机构的定价偏离成本补偿原则等不足,限制了居家养老产业的健康发展。通过建立具有公信力的居家养老服务机构资质评价机构,鼓励公办养老机构区别公益性和普通养老服务的定价、促进养老服务机构间的良性竞争等措施,以提升居家养老产业的发展水平。

As one of the main modes of elderly care,home-based care is an essential part of the elderly care industry.The improvement of the current pricing system for elderly care services is conducive to promoting the sustainable development of the domestic home-based elderly care industry.By subdividing the genres of home-based care for the elderly services,comparing the costs of different types of home-based care for the elderly,and studying the components of price,this paper concludes that the pricing of home-based care for the elderly has deficiencies such as restriction of market competition,no credible grading evaluation standards,the pricing of public elderly care institutions deviating from the principle of cost compensation,which limit the healthy development of the home-based elderly care industry.This paper suggests establishing a credible qualification evaluation institution,encouraging public institutions to distinguish between the pricing of welfare elderly care and ordinary elderly care,and promoting healthy competition among the old-age service institutions,so as to enhance the development of the home-based care for the elderly.
