Establishment of Early Warning Information System for Medical Risks and Medical Quality Management in a Hospital

目的基于数据云强大的运算与收集能力,实现实时的数据采集与计算分析,实现医疗质量监管从事后监管、被动监督的管理模式,向事前防范、主动预防的监管模式转变,提高医疗质量、保障医疗安全。方法构建全过程、全环节、全要素的指标体系,设置从医生到医院管理层的各级预警对象及三级预警分级,整合医疗质量、护理质量、感控质量、电子病历质量、检验检查信息系统、手术麻醉等系统,按周期采集指标数据并分析,形成统一的信息共享平台,并将预警系统整合到医生工作站和手机通信系统实现实时预警。结果该平台能对影响医疗质量的易发因素、薄弱环节、高危领域等提出分级警示,以早发现和提前干预安全隐患,管理层通过实时监管和分析质量报告,提出管理改进建议。结论医院医疗质量管理与安全预警平台能有效提高医院医疗质量安全水平。

Objective Based on the powerful data cloud,the paper aims to realize real-time data collection,calculation and analysis and transform the management model of medical quality inspection from retrospective and passive inspection to precautionary and initiative prevention,so that the medical quality and security could be improved.Methods The index system of whole process,whole link and whole factor was established.The objects of three warning levels were set from doctors to management.The unified information sharing platform was set up by integrating,collecting and analyzing the data of medical quality,nursing quality,nosocomial infection control quality,electronic medical record quality,inspection information system,and operation and anesthesia system.The real-time notification was sent through physicians'working stations and SMS.Results The system could identify the risk factors,weaknesses and high-risk areas and send classified warnings accordingly,so that intervention measures could be taken timely.The management could recommend improvements through real-time monitoring and analysis of quality reports.Conclusion Warning information system for medical risks and medical quality management is effective in increasing the efficiency of medical quality management and improving medical quality and security.
