河南省教育援疆工作成效及提升策略研究

Research on the Effectiveness and Promotion Strategy of Education Aids to Xinjiang in Heman

当前援疆工作已经实现了从"输血"向"造血"的重大转变,河南省教育援疆取得了可喜的成绩,同时还存在一些明显的问题,如:软硬件资源配置不够均衡;援疆教师自身的角色定位不够准确,"造血"功能未得到以充分发挥;区域内援疆教师资源分散,未能形成工作合力。为此提出了四点建议:一要科学规划教育援疆项目,注重软件支援和硬件支援并举;二要各层面协同发力,完善教育人才组团式援疆模式;三要建立健全体制机制,增强河南教育援疆发展后劲;四要科学评价教育援疆绩效,完善教育援疆评估监督机制。

The current aid to Xinjiang has achieved a major shift from"blood transfusion"to"hematopoiesis".Henan Province has achieved gratifying results in education aid to Xinjiang.At the same time,there are some obvious problems,such as the unbalanced allocation of software and hardware resources and the role positioning of teachers who support Xinjiang is not accurate enough.What’s more,the function of"hematopoiesis"has not been obtained to give full play to the scattered resources of teachers assisting Xinjiang in the region,failing to form a synergy of work.To this end,four suggestions are put forward:first,scientifically plan education aid projects in Xinjiang,focusing on both software support and hardware support;second,coordinate efforts at all levels to improve the model of educational talent group assistance to Xinjiang;third,establish a sound system and mechanism,and strengthen the stamina for the development of Henan’s education aid to Xinjiang;the fourth is to scientifically evaluate the performance of education aid to Xinjiang,and improve the evaluation and supervision mechanism of education aid to Xinjiang.
