绿色发展背景下湖南省县域经济转型升级研究

Research on the Transformation and Upgrading of County Economy in Hunan Province under the Background of Green Development

综合运用熵权法和多元线性回归模型探讨湖南省各区县如何将经济的粗放式发展模式转型升级为绿色发展模式,可以得出以下结论:一、湖南省绿色发展指数最高的3个区县依次为武陵源区、炎陵县、桑植县,最低的三个区县依次为芙蓉区、鼎城区、天心区;二、绿色发展指数最好等级的区域主要分布在湖南省西北部,最低等级区域主要分布于湖南省北部;三、从湖南省全域来看,西北部绿色发展水平最好,其次是南部和西南部,中部次之,而北部最差;四、自然保护区面积占比以及政府林业投资额对绿色发展指数有积极影响,而单位面积能源消耗对该指数有负面影响。因此,湖南省县域经济转型升级应采取以下措施:一是实行节能减排政策,降低能源消耗水平;二是建立自然保护区并扩大保护区面积;三是政府应加大林业投资力度。

Thi s paper explores how various districts and counties in Hunan province transform and upgrade their extensive economic development model to a green development model,using the entropy method and multiple linear regression model,and obtains the following conclusions:1.The three districts and counties with the highest green development index in Hunan are:Wulingyuan District,Yanling County,and Sangzhi County,and the lowest three districts and counties are:Furong District,Dingcheng District,and Tianxin District;2.The regions with the best green development index are mainly located in the northwest of Hunan,and the lowest grade regions are mainly distributed in the north of Hunan;3.From the overall perspective of Hunan province,the level of the green development in the northwest is the best,followed by southern and southwestern Hunan,then central Hunan,and the worst in northern Hunan;4.The proportion of the area of nature reserves and the amount of government forestry investment have a positive impact on the green development index,while the energy consumption per unit area has a negative impact on the index.Based on the above conclusions,this paper presents the following measures for the transformation and upgrading of the county economy in Hunan:adopting energy-saving and emission reduction policies to reduce energy consumption;establishing nature reserves and expanding the area,and increasing the investment to forestry.
