In the field of non severe malformation termination of pregnancy,the essence of the incongruity between public law and private law on the cognition and regulation of citizens’ right to terminate pregnancy,and the the confusion of medical ethics,is the fuzzy boundary of the citizen’s right to terminate pregnancy.Therefore,it is urgent to address and sort out the legal issues related to the termination of pregnancy with non fatal malformations.This is not only the need to improve the national comprehensive prevention and control policy of birth defects,but also an indispensable legal guarantee measure to"improve the quality of the birth population and promote the construction of healthy China".
